O.P.I. or Sally Hanson both carry bright colors. You can get O.P.I. at most beauty salons and beauty supply stores and you should be able to get the Sally Hanson brand at any beauty supply store or drugstore.
Try Claire's. All of their nail polish is neon. They have pretty good prices too. Just make sure to put a clear coat over top because it ships kinda easily.
china glaze has a whole set of neon colors. i get mine at sally's beauty supply. they're pretty cheap too, but good quality i'd say (:
I'm sure any store brand carries bright neon color type nail polishes. Try Wet 'N Wild brand...they have some crazy colors and even with the make-up.
If you want super cheap neon colors try N.Y.C. at drugstores for literally like two dollars a bottle.
