Yes, those are put there so that when you reuse it after a while of just laying there they will shake the paint up and make sure that when you apply it is the color its supposed to be. To better shake it with.

Yeah you are right. The tiny silver balls help to keep the polish from becoming a gooey sticky mess that will leave your nails looking horrendous.
Yep thats exactly why. you are supposed to shake up the bottle b4 you use it, and it gets all the clumps out so when you put it on, its thin and smooth!
